Siobhan Hayes

Executive Director

Siobhán previously served as Director of Digital Harbor Foundation’s Tech Lab. In this capacity, she oversaw community-based programming and strategic development of the Tech Lab’s programs for youth, educators, and communities, including STEM out-of-school-time programs, educator professional development, resource mobilization and partnerships, and three National Science Foundation projects. Siobhan has nearly 20 years of experience developing and leading programs focused on social impact and innovation, including women’s rights, youth development, leadership and civic engagement in the international NGO, nonprofit, and higher education sectors. Previously, Siobhán served as the Senior Program Officer for Training and Evaluation for the Women's Learning Partnership for Rights, Development, and Peace where for more than a decade she developed culturally-specific leadership programs on leadership and democratic participation, including a Global Training of Trainers program, and facilitated peer to peer capacity building for autonomous women’s organizations in over twenty countries across the globe. She also has worked in higher education, developing civic engagement partnerships and programming for students and has taught English to secondary students in the US and in Thailand. Siobhán serves on the advisories for the Peace Economy Project, Baltimore Youth Innovation Coalition and the Maryland Education to Employment Ecosystem (MSE3). She also serves as a coach and mentor for the State Department’s Mandela Washington Fellows through UMBC’s Center for Global Engagement. Siobhán earned her BA in Philosophy from Fordham University and her MA in International Education from the George Washington University.
